Slow Down Warwick & Transportation Safety Action Plan
Made possible with federal grant funding through the Safe Streets for All program
The Village of Warwick is committed to creating safer, more walkable, and more welcoming streets. With support from the U.S. Department of Transportation’s Safe Streets for All program, we are launching the Slow Down Warwick Demonstration Projects and Campaign and advancing a Townwide Transportation Safety Action Plan in partnership with the Town of Warwick, the Village of Florida, and the Village of Greenwood Lake.
Together, these efforts will help reduce crashes, slow speeding, calm traffic, improve pedestrian and bicycle safety, and generally support the safe movement through our Village by people of all ages and abilities.
This website will be updated as the project progresses.

What’s Already Happened
● June 2023:
-
- The Village completed its Safety Action Plan, a prerequisite to receive federal funding
- The Village submitted an application to Safe Streets for All in partnership with the Town and Villages.
● August 2024: Grant agreement executed with FHWA (Federal Highway Administration). The application received a partial award for demonstration projects (projects to test solutions to reduce crashes and slow speeding through the Village) and a townwide transportation safety action plan. (Approved scope and budget).
● November 2024: The Village released an RFP to hire a special project coordinator to support and selected Via Partnership. The contract was executed Spring 2025.
● March 2025: The Village of Warwick, Town, Village of Florida, and Village of Greenwood Lake executed an Intermunicipal Agreement to work together on the project
● May 2025: The Village released an RFP to hire a transportation planner to support implementation and selected Creighton Manning. As of September 2025, the contracting process is continuing.
● September 2025: The Village released an RFQ to hire artist(s) to work with the Village, transportation planner, and community to design and implement the demonstration projects.
What’s Happening Now
● Speed detectors purchased and more on the way – You may have seen speed detectors around the Village over the last couple years. The Village has been collecting speed data and is purchasing more of these detectors with grant money to help determine the efficacy of the demonstration projects in reducing speed and crashes by increasing driver awareness and attention to their surroundings and need to accommodate pedestrians
● Project Coordinator & Planning Firm Hired – Work will soon be underway to guide the planning and engagement process.
● Artists to Be Selected – Local and regional artists will help design creative, people-centered demonstration projects that raise awareness and slow traffic. You can view the open RFQ here.
● Demonstration Projects Coming Soon – Ten pilot sites across the Village will test approaches such as street paintings, signage, and other temporary traffic calming measures. Each will be paired with data collection and community feedback. You can learn more about these types of solutions and their efficacy in the Asphalt Art Safety Study published by Bloomberg Philanthropies.
● Townwide transportation planning process beginning soon. Once the planning firm is fully contracted, this process will begin and we’ll update this site with more information.
The Slow Down Warwick Campaign

The campaign will focus on:
● Raising awareness of the causes and consequences of speeding and distracted driving.
● Installing demonstration projects at priority sites identified by crash and speed data. These projects will be in collaboration with local artist(s) to help increase awareness and visibility.
● Measuring outcomes with speed sensors, crash data, and resident feedback.
● Sharing results and recommendations for permanent safety improvements.
Townwide Transportation Safety Action Plan
The Townwide plan will build on the Village’s Way2Go Warwick plan and provide a roadmap for safety across all communities. It includes:
● Data-driven analysis of crash history, speeds, and transportation insecurity
● Community engagement through open meetings, focus groups, surveys, and task force sessions.
● Focus to ensure solutions serve seniors, children, non-drivers, and underserved populations.
● Recommended projects such as new sidewalks, safer crossings, multi-use trails, and traffic calming along major corridors.

● Volunteer with the project team to support events and outreach.
Project Timeline
This timeline may be updated from time to time.
● 2023 – Funding application
● 2024 – Notice of award and government contract agreement process
● Winter 2024 – Summer 2025 – selection and contracting of special project coordinator and transportation firm
● Fall 2025 –Spring 2026 – Site selection, artist engagement, and design of demonstration projects.
● Summer 2026 – Deployment of projects at up to 10 sites, paired with data collection.
● Fall 2025–2026 – Development of the Townwide Transportation Safety Action Plan.
● 2027 – Final report and next steps for permanent improvements.
The Village plans on its feet and you will likely continue to see physical improvements as we progress through the planning process and learn what actions we should take.
