Advertisement for Bid – RWTP Clearwell Pump Replacement

ADVERTISEMENT FOR BID

Sealed proposals will be received by the Village of Warwick, New York, until NOON (local time) on Friday, March 27, 2026 for the “RWTP Clearwell Pump Replacement“, at which time bids will be publicly opened and read aloud at the office of the Village Clerk, Village of Warwick, 77 Main Street, Warwick, New York.

The work consists of furnishing all necessary materials, equipment and labor to replace two (2) pumps located at 20 Water Lane in the Village of Warwick.  The project scope includes disconnection, removal and disposal of two (2) existing pumps, discharge piping and valves within the water treatment plant; installing Owner supplied replacement pumps and variable frequency drive (VFD) controls; supplying and installing new discharge piping and valves; electrical hook up; pump startup and testing.  The water treatment plant must remain online and operational throughout the pump replacement process and single pump operation of the plant shall be minimized to the greatest extent possible.  Information for Bidders, Specification, and Contract Documents for the proposed work are on file and publicly exhibited at the Village Hall, 77 Main Street, Warwick, New York, Telephone Number (845) 986-2031 and may be reviewed in the Village Clerk’s office.

A MANDATORY, pre-bid opening, site visit for all potential bidders is scheduled for Thursday, March 19, 2026 at 2:00 pm at 20 Water Lane in the Village of Warwick.  Bidders must send a representative to this meeting in order to have their bid package accepted for review.

Copies of the bid package and plans are available in digital or paper format and may be obtained at the Office of the Village Clerk at the above address during normal business hours.  Persons shall leave their name, mailing address and phone number upon receipt of same, along with a $75.00 deposit for each paper set.  The deposit shall be in the form of check or money order made payable to the Village of Warwick, to be refunded upon return of the said documents in good condition within ten days after receipt of bids.

Each bid shall be submitted in accordance with the Instruction to Bidders and must be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least five (5) percent of the amount of the Bid payable to the Village of Warwick as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Labor, Material Payment Bonds, and Certificate (s) of Insurance in a timely manner after the award of the Contract.

Prevailing wages established under the Davis-Bacon Act will apply to this contract.  New York State law requires that the contractor pay the higher of State prevailing wages or Davis-Bacon, for each class of worker.  The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices.  Bidders are required to comply with the provisions of Section 291-299 of the Executive Law of the State of New York.  See Information to Bidders for additional information.

Bids shall be enclosed in a sealed opaque envelope bearing the name and address of the bidder, addressed to the Village of Warwick, 77 Main Street, Warwick, NY 10990, and endorsed “RWTP Clearwell Pump Replacement”.  All bids must meet the requirements of the General Municipal Law of the State of New York and all other applicable statutes.  All documents submitted in connection with this bid will become the property of the Village of Warwick and the Village will not return bids or bid documents.

OWNERS RIGHTS RESERVED:

The Village of Warwick, hereinafter called the “Owner” or “Village”, reserves the right to reject any and all bids and to waive any formality or technicality in any bid in the interest of the Owner.

STATEMENT OF NON-COLLUSION:

Bidders on the Contracts are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.

The Village of Warwick hereby notifies all Bidders that it will affirmatively insure that in regard to any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and any applicant for employment will not be discriminated against on the grounds of age, race, creed, color, religion, national origin, sexual orientation, military status, sex, disability, predisposing genetic characteristics, marital status or domestic violence victim status.

CONSTRUCTION START

Upon award of the contract, contractors are to start construction as quickly as possible weather permitting.   The anticipated Start Date is May 15, 2026.
